The General Office of the People's Government of Xinjiang Uygur Autonomous Region announced the “New Energy Development Plan for Solar Photovoltaic Industry in Xinjiang (2011-2015)” [2012] No. 31.

The plan proposes development goals. By 2015, a more complete solar photovoltaic industry chain will be established. The photovoltaic industry's main business income will grow at an average annual rate of 70% or more and strive to reach 50 billion yuan; 2 to 3 companies will be strong and strong. The large-scale photovoltaic leading enterprises with core competitiveness and annual output value of more than 10 billion yuan have initially built an important national solar photovoltaic industrial base and 3 to 5 large-scale integrated solar energy demonstration zones. The construction centers on Urumqi, Shihezi, Kuitun, and Alaer. The two wings of silicon materials, solar cells/components package, and solar photovoltaic power generation system integrated manufacturing base; the preliminary installation of solar energy large-scale photovoltaic power generation integrated application demonstration area in southern Xinjiang, northern Xinjiang, and eastern Xinjiang, to promote the development of solar photovoltaic technology in Xinjiang, industrial development Rational interaction and coordinated development with application requirements; Accelerating the transformation and utilization of Xinjiang's light energy and desert resources; Focusing on the development of large-scale photovoltaic grid-connected power stations; Low-cost and large-scale deployment of solar photovoltaic power generation technologies; The total installed power generation capacity exceeds 2GW.

The plan also said that according to the resource conditions and the needs of economic and social development, promote energy-saving emission reduction, recycling of resources, and achieve clean production and safe production.
